We are excited to announce that Saratoga Springs is planning to create a Public Library! We are looking for volunteers interested in serving on various committees. If you have library expertise, experience, or merely an interest in helping us make a Public Library a reality in Saratoga Springs, please attend the Preliminary Planning Meeting which will be held on July 14th at 7 p.m. in the City Council Chamber (located in the city building behind Smith’s). Saratoga Springs Police Celebrates 3rd Anniversary

Though it may seem like yesterday, the members of the Saratoga Springs Police Department celebrated their 3rd anniversary on July 1, 2010. This year we will be celebrating our anniversary in conjunction with our annual National Night out against Crime event.
SSPD began on July 1st 2007 with 15 sworn officers. The department now employs 22 sworn members. We have added: One (1) High School Resource Officer (SRO) due to the opening of the new High School- (whose salary is mainly funded by the Alpine School District and a Justice Assistance Grant). One (1) Commercial Truck Safety Inspector- (which will more than fund itself and the remaining costs of the SRO). And in the last 30 days we have hired five (5) new police officers to fill the City of Bluffdale policing contract, which are being entirely funded by the City of Bluffdale (funds will also provide additional revenue for Saratoga Springs).
The SSPD has seen a workload increase of nearly 30% over the span of the past three years. To date, officers have responded to 14,782 calls for service. That’s almost 5,000 calls per year! One example: in 2008 we made 522 arrests and investigated over 840 crimes. In 2009 we made 764 arrests and investigated over 1290 crimes. In 2010 we project those numbers to go up another 20%. We’ve seen a substantial increase in workload due to the opening of a new High School, many new and large commercial businesses as well as continued residential growth. (This year the new Jr. High School will also begin operation). Yet our emergency response times are still very fast at a little over 6½ minutes. The SSPD has also seen an increase of calls for provided police services, such as: Neighborhood Outreach, Special Response Team, K-9, N.O.V.A. (instruction to all 6th grade students), and more! All this and with annual expenditures that are generally10-15% UNDER budget. (Please see the City website for all the Police Department monthly statistics).
With the celebration of our 3rd Anniversary we would like to invite the members of the public to meet the newest members of our team, and join us for the National Night out against Crime. This will be held on Tuesday, August 3rd, 2010- 6:00-8:00pm at Westlake High School. There will be all sorts of fun activities, including a bicycle rodeo for kids, K-9 demonstrations, helicopter landing, driving under the influence goggle tests, Special Response Team displays and much more. We will also be accepting applications for our next Citizens Academy.

Pioneer Crossing Update
Monday, June 28th, 2010***The Jordan River Parkway Trail at the Pioneer Crossing Bridge remains closed approximately one mile north of the trailhead at Wetlands Park in Saratoga Springs. Please do not attempt to cross through the work zone as there are large dump trucks driving through the area. Trespassers will be reported to local law enforcement officials.***
Please note: Schedule changes and additions to this week’s update are underlined.
Stop signs are located at many of the Pioneer Crossing intersections. Please treat these intersections as a four-way stop and watch for construction trucks crossing the road.
I-15 Interchange at American Fork Main Street:
Main Street Area (East of I-15) – With traffic moved to the south side of Main Street, please remember that lanes are narrowed and all left turns into the business areas between State Street and Kawakami Drive are to be made only at signalized intersections.
The right-in turns into Main Street Plaza and the Alpine Shopping Center from westbound Main Street are closed to allow crews to reconstruct the north half of Main Street between U.S. 89 and I-15. The closure will be in place until mid-August. Motorists should use Kawakami Drive to access the shopping centers.
900 West is closed while crews reconstruct the roadway, complete utility work and install medians on Pioneer Crossing. The closure will be in place through mid-August. All motorists and buses will need to use 1020 West to access businesses and the Park and Ride.
Work continues to connect the two bridge spans for the north bridge of the Diverging Diamond Interchange (DDI). Work on bridge approaches will begin in late June.
Work continues on interchange ramps. Please use caution when entering and exiting the freeway and watch for lane shifts on the on- and off- ramps.
I-15 will be restricted to two lanes in each direction nightly from 8 p.m. to 6 a.m. for bridge construction. Please expect periodic restrictions at the on- and off-ramps during these hours. Weekend lane closures are possible. Lane restrictions will continue through mid-summer. Motorists should anticipate moderate travel delays.
I-15 Travel Lane Changes: The I-15 travel lanes near the American Fork Main Street interchange are narrowed to 11 feet and the speed limit is reduced to 55 mph. Please remember, fines for speeding violations are doubled in construction zones.
Mill Pond Road Area in Lehi to American Fork Main St.:
Concrete paving will continue through June. Night work is possible. Expect noise and lights.
July 6: Mill Pond Road will close to through traffic between 700 South and approximately 1000 East. East and west movements along 700 South will be maintained. Businesses will be accessible. The closure will be in effect through mid-October. Motorists traveling north and south in this area will need to use 300 East to 700 South in Lehi as an alternative.
North Area – Work on the bridge approaches will continue through mid-July.
South Area – Work on sidewalks will continue.
Mill Pond Road south of the intersection with 8020 North in Lehi (south of the UPRR tracks) will remain closed until mid-summer 2010. Residents traveling north and south in this area can use 200 South to 300 West in American Fork or 300 East to 700 South in Lehi as alternatives.
300 East to Mill Pond Area (Lehi):
Final landscaping will begin this week.
500 West to 300 East Area (Lehi):
Final landscaping will begin in early July.
1100 West to 500 West Area (Lehi):
Sound wall installation will continue through late July.
1700 West to 1100 West Area (Lehi):
Work on sound walls will continue through mid- July.
2300 West to 1700 West Area (Lehi):
Final landscaping will begin this week. Work on sound walls will continue through mid- July.

Redwood Road Construction-Pelican Point to 400 South
Monday, June 28th, 2010What: Monday, June 21st, UDOT will begin work on the Redwood Road Construction Project. The work will be complete by November 1, 2010.
Work Schedule:
Start: June 21, 2010
Complete: November 1, 2010
Work Hours:
Monday – Friday (7 am- 7 pm)
Occasional Saturday work
What to Expect:
Dust, Noise, Some delays, operations will require one-way traffic with a flagger.
Activities Include:
- Installation of Storm Drain Pipe-from Lakeview Terrace to 1200 feet north of Grandview a new drainage system will be installed to help eliminate ponding that occurs in that area.
- Road Widening-From 400 south to Grandview, Redwood road will be widened from 2 lanes to 3 lanes, adding a center turn lane and widening the shoulders.
- Road Rehabilitation (Removing and Replacing Asphalt)-From Grandview to mile marker 23 (the materials pit) the road will be rehabilitated. There will be no widenting on this portion of the project.
- Trail-Portions of the existing trail will be relocated through the widening section along the Saratoga Springs Home Development as part of this construction project.
SR-68 Road Construction
Access to SR 68
The Saratoga Springs Home Owners Association Board has elected to close all the entrances to Redwood Road to keep traffic from using the private streets as a short cut to avoid construction delays. The Board did so for the safety of the homeowners and to preserve the private roads of the community. All three entrances on Redwood Road will be closed during the construction. All home owners will need to use the north entrance and 400 South to access Redwood Road.
Landscaping
As part of the roadway improvement, UDOT has purchased some of the landscaped area between Redwood Road and the adjacent homeowners. The HOA has commissioned the Architectural Control Committee (ACC) to work closely with UDOT on the roadway improvements and impacts to the remaining HOA property. As a result of the new roadway, the existing trail will be relocated. The ACC and UDOT are working to mitigate damage and save as many of the trees as possible and to design the best solution for the new trail. Part of the solution will be to construct a small wall adjacent to the trail with embankment on the homeowners’ side where feasible. The HOA is planning on using some of the money from the right of way purchase to enhance the landscaping once the project is completed.

Crews will be grading and paving the entrance. Motorists will need to use U.S. 89 to access the business area during these hours.

The northbound on- and off- ramps at American Fork Main Street will be closed at 11 p.m. Motorists are advised to use 500 East.
Mill Pond Road Area in Lehi to American Fork Main St.:

North Area – Work on the bridge walls and deck structure for the Mill Pond Bridge continues. As trucks will be accessing this area, motorists should anticipate moderate travel delays. Flaggers will be posted to guide drivers through the work zone. This work will continue through the spring.
South Area – Work on sidewalks will continue through late June.

June 12- June 14: The left inside lane (formerly HOV) on northbound I-15 will be closed from 8 p.m. Saturday, June 12 to 6 a.m. Monday, June 14 for paving. Northbound traffic will be restricted to three lanes between the northbound off- ramp at American Fork Main Street and the northbound on-ramp at Lehi Main Street.
