Councilmember Cecil Tuley
Cecil E. Tuley and his wife of over 42 years, Judith D’Albini Tuley, have made Utah their home since 1970 and have lived in Saratoga Springs since 2002. They have 6 children and 11 grandchildren who keep them very busy, and Cecil enjoys his retirement and serving his community in a variety of ways.
Community and church services has been a driving force for Cecil for most of his life. Wanting to help and serve others led him to pursue a career in Education. He holds a Bachelor of Science degree in Zoology, a Masters of Education with an emphasis in the physical sciences, and an Ed.D in Curriculum Design and Instructional Evaluation. He was a science teacher for 19 years, receiving several awards for teaching excellence, and a school administrator for an additional 13 years. While teaching, Cecil also became a licensed contractor and journeyman plumber, running his own company for 25 years. It is the combined experience in those years that he credits in giving him the insight he uses today to understand the challenges that Saratoga Springs residents and businesses face.
Prior to becoming a member of the City Council, Cecil was always active in civic matters. He is a strong advocate of the city’s green spaces and has enthusiastically coordinated community efforts to install and maintain six new parks (and rising) in Saratoga Springs. He was also a regular fixture at City Council and Planning Commission meetings for years prior to being appointed as a councilman. He often addressed the council as a resident advocate for his community. He knows what it is like to be a resident of the city as well as a business owner trying to grow his company, and finds great pleasure in the role he plays in shaping the city to benefit all.
